SNAP, also known as food stamps, helps almost 42 million Americans get groceries, though enrollment is expected to dip because states are implementing new eligibility and work requirements that Republicans in Congress passed over the summer.
Rollins says more changes to SNAP are needed.
She alleges there are widespread problems with SNAP households receiving benefits fraudulently, but has not released detailed data, and many food policy experts say such cases have historically been rare.
Rollins sparked a flurry of confusion last month when she said everyone in SNAP would have to reapply, since SNAP applicants already go through a recertification process typically every year or six months.

The court order blocks one of the ways the Trump administration has been taking unprecedented steps to share personal data with ICE to boost deportations.
Back in August, the IRS turned over the addresses of 47,000 people to ICE.
The judge found that data sharing was unlawful.
The order bars Treasury Secretary Scott Besant from sharing confidential taxpayer information with the Department of Homeland Security or its sub-agencies.
unless the government is directly engaged in a relevant criminal investigation.
The order is a victory for the small businesses, unions, and tax assistance nonprofit that brought the suit.
It's unclear whether the administration will appeal.

A group of 40 Democratic senators and representatives sent a letter Wednesday to 19 governors from their party, urging them to block ICE's access to their residents' driver's license data and photos to stop the Trump administration from using them from what the lawmakers call, quote, unjustified politicized actions.
States share their residents' driver's license data with each other and law enforcement across the U.S.
and Canada through a nonprofit called NLETS.
The lawmakers say ICE and Homeland Security investigators have made hundreds of thousands of queries through NLETS in the past year.
Five states had already blocked ICE's access.
