The letters the Department of Homeland Security wrote to California, Nevada, New Jersey and Pennsylvania were not as definitive as the public announcements the agency made.
Instead, the letters said a preliminary review of the four states' public voter rolls found they may contain as many as 250,000 non-citizens combined.
The letters gave the states a July 30 deadline to respond.
NPR reviewed three states' responses back.

SAVE is a federal data system that has long been used to verify immigration status.
In recent months, U.S.
citizenship and immigration services rapidly made several changes, including linking Save to Social Security Administration data.
Now the agency says Save can verify the citizenship of most U.S.
born citizens, too.
Some Republican-led states are running their voter rolls through SAVE, amounting to almost a sixth of all registered voters.
