filed to prevent Verizon and AT&T from notifying sitting members of Congress, he said that he found reasonable grounds to believe that such a disclosure, notifying them of the subpoena, will result in destruction of or tampering with evidence, intimidation of potential witnesses,
in serious jeopardy to the investigation.
