He was talking about the Institute for Supply Management's manufacturing survey.

They literally go out and ask factory managers how things are going.

And while, yes, things are going well, as Justin reported, he also reported there are a bunch of headwinds and uncertainties, which gets me to the money quote from one of the survey participants about what's happening in this economy right now.
