I mean, I think it just speaks to the traditional conservative nature of Japanese culture.
And men always were wearing a suit in ties to the office.
We call them sarariman or salary men.
It's kind of a uniform that everybody knows.
You know, they're wearing jackets in the heat of the summer and long pants and the leather shoes.
And so I think that the focus was on trying to get them to dress down a bit.
And this is not new, per se.
The shorts are new.
This is the first time this year.
But Governor Coyke introduced...
a similar initiative back in 2005 when she was environment minister.
And so it's been a long time coming.
