Thanks for that clarification.

So I do want to acknowledge the frustration of the residents here.

And I do think this is a great opportunity to acknowledge where

I don't know that as a new council member, I understood the implications that this would have on the residents coming into this.

So the first thing I want to know about, one of the big and egregious things that happened during this process is while we put this on hold, nobody could enforce anything.

And so because it wasn't agendized quickly, we let this linger.

And the only answer that we could offer the community was until this is handled, we don't get to do anything.

And I would like to note that when these things are brought to us, it would be helpful.

Again, and maybe it was and I just didn't know it.

but that those implications were laid out so that we would know.

I can't remember why we went against Planning Commission's recommendation here, but I think it's a good lesson.

I want to know,

If the original design, you guys answered this, if it included a trash enclosure, why didn't it happen?

You said you're unaware of that, but what is the city's recourse and resources, or what can we do in terms of holding that accountable?

I also want to know if the Lincoln space gets occupied, will Lincoln then have rights to use that space on Cecil Avenue, or should we look at this more holistically?

And I hear you saying this is an operational and a management issue, but I'm wanting to know if the violations or the code enforcement that we did was specifically about the garbage, because the community brought forward a lot more issues than simply that.

And so when we look at this going forward, are we going to address this as the whole code states, or the whole... Yeah.
