So the idea is that, this is my understanding of the rationale, is that the council votes to make a final action, and if it was a mistake, oh, we just made a mistake here, then one of the individuals on the prevailing side would be like, we need to reconsider because we made a mistake, and then you get a second, and then you reconsider.
