This is staff bringing forward an attendance review for Library Commissioner John Kichokshi under the commissioner's handbook policy to outline the circumstances and options before council.
Good evening, Mayor, Vice Mayor, and Council Members.
Tonight, staff is bringing forward a review of the attendance record for Library Commissioner Junkie Tokshi, pursuant to resolution number 26-042, the Commissioner's Handbook.
Under the Handbook's policy, an advisory body member who misses more than 25% of regular meetings within a single calendar year is subject to an attendance review and potential removal by the City Council.
Commissioner Chokshi previously served on the Arts and Culture Commission from 2016 to 2023 and was appointed to the Library Commission in 2023 for a term expiring January 2027.
In 2026, Commissioner Chokshi missed two meetings, one in February and one in June, which represents a 33.33% absence rate, exceeding the 25% threshold.
Following a warning letter in February and a formal referral in June, Commissioner Chokshi emailed council, which is attachment D in your council packet, explaining her absences and reaffirming her commitment and requesting to complete her term.
Council options tonight are to grant an attendance policy waiver allowing Commissioner Chokshi to remain on the commission or to terminate the appointment.
