It is criminal in nature.
The child said it, the perpetrator admitted it, that's a case, unquote.
but no charges were ever brought, as we know.
And Ward believed the family had been intimidated by Russell's political standing and the file was sealed, quote, that's the only order I've sealed in twenty years, unquote.
