That's due in large part because of climate change.
A warmer atmosphere can hold more water vapor, which leads to more rainfall when big storms hit.
That trend is expected to continue as the climate keeps warming.
The federal government is now updating rainfall records nationwide.
Cities can use that data to plan for future storms and build infrastructure that's more likely to withstand them.

As wildfires have become increasingly destructive, researchers have learned how some houses are more likely to survive.
It helps when buildings are made with fire resistant construction materials.
It also helps when the flammable vegetation is cleared away from them.
California has longstanding rules requiring homeowners to take those steps in areas at risk.
But Washington and Oregon have backtracked on efforts to pass the same rules after public pushback.
And some western states don't have any statewide rules.
