The Loyola University freshman had been on a pier trying to see the northern lights with friends when she was shot last week.
Fox's Garrett Tenney in Chicago, DHS, says the suspect, 25-year-old Jose Medina, is here illegally.
After being released on bail in that case, Medina failed to show up in court and an arrest warrant was issued.
Now he's charged with multiple felonies, including murder.
Fox 32 in Chicago reporting a detention hearing was delayed because he's hospitalized.
