Investigators say suspect Rahman Rose believed he was being monitored and harassed by law enforcement before the December 23rd shooting.

State Police Corporal Matthew Snook was working overtime at the Newcastle Department of Motor Vehicles reception desk when Rose came in, approached him from behind and shot him multiple times while protecting a DMV employee.

Police said Friday Rose had told others he believed police were targeting him and had posted on social media about being the victim of gang stalking, which authorities describe as a belief that one is being surveilled and harassed by government entities.

He was shot by a New Castle County police officer and later died at a hospital.
