The officers did what they did.

So they see a squad car with the lights on, parked on the side of the road.

They drive up to it.

There's no officer inside.

Officer was already at the initial scene.

Yeah, most likely he was at the scene of where everything had happened.

So...

They're running around at this point.

One of them's calling 911.

Another one's running to the next cop that they see, driving to the first scene, trying to flag them down.

Within two minutes of the first 911 call, they had an officer at the scene.

Officer's priority was not rendering aid to my sister.

It was isolating my sister from the individuals that were with her, trying to render aid to her.
