I want to just ask our counsel a quick question.

I was told under 59, so we have a library of firms that have all been vetted.

So if I run the port and I need an audit firm, I could then do an ROP for that library of firms, right?

And that's all what 59 means to do, correct?

Some are CBE firms, some are not CBE firms.

It's just a total library of firms that were vetted, so we can go right to that and do an RFP.

Does everybody here understand what this gentleman... Does he want us to take out all the non-CBEs?

Why would we want to do that if the non-CBE could be helpful, cheaper, in some instances?

I'm all for helping the little guy, but, I mean, how does that benefit the taxpayer if we exclude certain groups as well?

I don't understand.
