then we should have it written in there so that the lay person can look at it and read it and understand that yes, they can come and practice riding before the event.

We look at what the what the general plan says and what the zone says and we say, Well no, you can't do that.
So intent is nice, but we don't live in a world unfortunately where we can go back and say, Oh, at that um second uh uh uh walrus meeting with the with the joint committee, said, Oh yeah, that's our intent.
That doesn't fly.
