But witness video shows a group of agents struggling with Preddy and knocking him to the ground before one opens fire.

It's unclear from the video whether Preddy attempted to use the firearm in his possession.

Minneapolis Mayor Jacob Frey says ICE is responsible for two of the city's three homicides this year.

Preddy had a permit to carry a firearm.

He was an intensive care nurse and had no criminal record.
