For Tejero and his sympathisers, democracy meant disunity and disintegration.
They saw the killing of more than 100 people by Basque separatist group ETA as evidence that the system wasn't working.
Now the distinctive looking man with the thick black moustache was back with 200 members of the civil guard for a second attempt at a coup.
He went up to the speaker's chair with a gun in his hands.
