They're targeting population centers, not military facilities, in order to terrorize the Ukrainians to weaken their resiliency and resolve and make them basically give up, which I don't think they're going to do, but that's a different story.

Hey, Russia might invade you.
And then we say, Hey, can you spare some Patriot interceptors for Ukraine?
And the Europeans are like, Uh no, 'cause we need 'em in case we get invaded.
