Peace in the Democratic Republic of the Congo is so far mostly a promise.

That's how the head of the UN peacekeeping mission, Binto Keita, described the situation at a UN Security Council meeting.

That violence is fueled by a thorny mix of competition over precious mineral resources and decades-long ethnic tensions.

Keita says 1,000 civilians have been killed since June.

peacekeeping force, and he blames M23 rebels and the Rwandan defense forces of prolonging the suffering in eastern Congo.
