So this morning we had a meeting of the VML, Environmental Climate Infrastructure Committee.
This is a committee that acquired several different tasks over the past couple of years.
And it was sobering.
I'd like to just read a couple of lines from what will be the, it's the draft version now, but will be the committee policy statement that eventually will be presented
to the state.
What it says is, the structural imbalance persists between critical needs and available resources.
Even with past actions taken by the General Assembly to enact transportation and public transit funding legislation, the challenges for all forms of infrastructure remain.
Financial constraints continue in transportation, given the Federal Highway Trust Fund, which pays for roads and transit, is barely solvent, and Congress has proven unable to develop a long-term solution.
Financial constraints are common across environmental programs.
Continued investment is necessary to improve water quality and drinking water as well as environmental services that encourage economic growth and responsible human development in our cities, towns, and counties.
Further investments
and environmental infrastructure are needed to reduce nutrients which cause harmful algae blooms and fish kills downstream, such as in the Chesapeake Bay.
Reducing these flows is essential to meeting Virginia's commitments to cleaning up the Bay.
And this goes on for quite some time.
But basically, it's a sobering look at what our challenges are going to be as locality as we need to address these issues and how we are going to fund them in the future.
