He was detained on an ICC arrest warrant in connection with his war on drugs and flown from Manila to the Netherlands. Commissioned by the charity WaterAid, the study indicates that southern Asian cities are shifting towards a more extreme wet climate, while European and Middle Eastern cities are more prone to droughts. It said cities across Africa and Asia emerged as the most at risk.
