Well, I think at least until recently, this goes back to the sort of priesthood phenomenon, they were the arbiters of it.

I worked for Mitt Romney's presidential campaign in 2011, 2012.
Romney actually was, because he came from more of a business background, was very focused on the China issue and the ways that free trade with China was clearly not working out.
This was 10, 12 years into this debacle.
