He sounds very concerned and with a lot of urgency, but he also sounds really frustrated.
I mean, he sounds like no one's been listening to him.
I don't know if it was the first call he'd made, but it's pretty clear that he's been trying to reach someone and he can't reach them and Is he calling from Texas or he's a Texan who's in

And he asks the dispatcher, who can I talk to, about a wellness check for someone who lives in Otero County.

And the man he's interested in doing a wellness check on is Craig Thatford.
And Craig is from the same town in Texas.
He's from Breckinridge, Texas, but he's been living in Cloudcroft, New Mexico with his wife Dina.
