FIFA says it wants to grow the game.

that FIFA released, they kept referring to the riches that come into football and the fact that everybody should be able to share in this.
As part of the pitch, FIFA said all member associations will be able to access
up to $20 million to fund development.
Skeptics will say that if there's 211 member nations, $20 million is enough to effectively make sure that the vote, when it's eventually held in March at the next FIFA Congress in Morocco, will go away.

Now, UEFA, European football's governing body, says this threatens the soul and governance of the game.
Can it do anything to stop it?
UEFA has 55 votes within FIFA, so it doesn't have a majority.
But what it does have is the current world champions.
They also have the countries who, in most cases, broadcasters, commercial operations want to be associated with.
England, Germany...
France, all of the European countries as a bloc, that is quite a formidable force.
And if those countries block together and say, we're not going to be part of this, I'm not sure what kind of competition FIFA would have to sell.
But that feels like a pretty nuclear option.
