All these things are true, but this is a different thing.
Well, first of all, everybody knew.
Everybody knows when you start wars that there will be terrible destruction and everything will change as a result.
And there is an opportunity for reconstruction.
Though I have to say that there were quite a lot of peoples in the world who'd been affected by World War II who didn't get all that much reconstruction afterwards.
Lucky old Western Europe did quite well.
A lot of other people didn't.
Everybody knew.
I've just been reading Robert Service's book about the August 1991
Butch, everybody knew in the Soviet Union it could not go on.
They knew it had to be fixed in some way politically and economically.
Gorbachev, alas, was not an economist or even really skilled in economy.
He tried to do what he could in ignorance.
And also, he was faced with Western leaders who continued to have a profound mistrust of him as a Soviet leader.
And so would not help.
He would repeat it.
It comes up very much in the service book.
And the number of times he goes to Western leaders and says, look, we're on the verge of economic catastrophe.
What we need is some sort of new Marshall Plan.
