He's doing this to try to deal with this emergency, to try to help the country.
And he's compelling on that.
He's compelling.
It's not about him.
It's about the country.
That's a big, big difference from the way people often articulate emergency powers.
I think for the immediate impact it has.
This turns the country, or this and the first fireside chat, which he gives, I think, about a week later.
These two speeches give Americans a newfound confidence they didn't have before.
And we know this because, as you said, at the top of this section, the banking system is literally collapsing around us.
Roosevelt creates a bank holiday, which is a Roosevelt way of closing the banks so people can't take their money out.
It's also constitutionally questionable.
But then people start putting their money back in the banks.
They start believing in the system again.
It's extraordinary how much people will believe in a system when someone articulates to them how it works and tells them that they're doing something to help them work within the system.
No, because I think Roosevelt recognizes we're in a new world.
Now, he doesn't claim that these emergency powers are powers he's going to use forever.
He doesn't claim that the president should be supreme and everyone should listen to the president.
It is very much key to these circumstances.
