But the whole discourse that is being created around this is making a slippage from families that undoubtedly have troubles to being troublemakers.
Well,
partly because it's difficult to do, but I think that what is going on here is an attempt to suggest that, as it were, poverty and specifically social justice are about, in quotes, dealing with poverty.

And what that suggests is that it's actually a quite small and residual problem.
Whereas, in fact, the problem of poverty is much, much wider than that.
I mean, the Households Below Average Income data shows that in 2009-10, some 13.5 million people in the country were living in poverty permanently.

And so if you can say, oh, well, we've got to deal with 120,000 troubled families, it does two things.
It makes the problem much smaller than it actually is in demographic terms, and it blames the behaviour of the poor for their circumstances.
