When the street lights hit it at a certain angle, the breeze pushes it along.
Starts to look like a very odd person levitating across the parking lot.
And what about the noise?
The wind will make all manner of weird noises through a cheap security cam microphone.
Yeah, well, I guess that's possible.
Much more likely than a ghost.
Combine that with the paranoia of a security team that's rapidly defecting and believes the building is haunted and, well, all kinds of paranormal explanations start to seem plausible.
