That's where you are here at this moment, right?

And so we can't have that free-flowing conversation, nor do we have that trust because a process put in place to silence people.

And that's really what the direct conversation is.

That's what Mayor Chao is saying.

So we got stuck in this position.

Therefore, we can't have that conversation to even have that conversation.

So therefore, we don't have the conversation.

It's not that we don't trust each other.

We've just been put in a place where it's very hard to because we can't even have the dialogue.

And so people use things like the Brown Act or the procedures from something from some other meeting.

And that's really what it is.

And there's been a lot of punitive measures as different factions try to apply that, punish each other, or put people in place for values they don't believe in.

And that's the conflict that's in play here.

So any conversation here has to address that issue if you really want to get past the trust issue.

So I don't know how you're going to direct this meeting, but if it's going to be 32 slides of trust at where we go, you're not going to get to the result that you want to get to.

because that's the elephant in the room yeah that's the elephant in the room so we can either have the conversation here or we can go through and waste three hours on a deck that is very informative that tells you exactly what to do or what theory how we're going to go or we can actually have a workshop so i mean i don't know what we want to do in this room but if it's up to you if you want to have if you want to get past this as a team then let's go and attack the issue if we don't we can just continue to go through these slides is that what this workshop's all about science sorry i don't know

There is, but the rules were set up in a way to be punitive because we had a different administration that was using that to silence one group of individuals over the other.

And that was the challenge.

Now we have a better city manager-council relationship that we don't have to worry about that.

But the city manager-council relationship is at the root cause of the problem because there's no concentration of power at the city council, but the concentration sat at the city manager.
