Regardless of that, the packaging of this stuff sort of really matters for how it gets processed and sequenced through Congress.
And something that can move quickly that's bipartisan can happen.
And Democrats now, once they take these majorities next week after the inauguration, will have the ability to set the agenda in the Senate.
So it won't be necessarily a case of things not being able to get votes.
But then the question is, are there going to be enough votes to do these things?
So how they get packaged, how they get sequenced, all of that is what Democrats are trying to hash out
right now is what's in the first bill, what's in the second bill, what gets reserved for subsequent legislation later in the year.
You can't really understand Congress fully without understanding the procedural constraints.
There are ways for Democrats to do things where they don't need any Republican votes.
They're going to have a limited number of shots at that.
It's a process known as budget reconciliation.
It requires the House and Senate to agree on a budget and then to come back and pass bills that sort of
align with that budget.
And that's not going to be necessarily the easiest thing to do because they're going to need almost all of their members to agree.
And if you're trying to pack all of your party's priorities into two or three bills over the course of a year, that's really difficult because there are things where you might have 200 votes or 215 votes in the House, but you need 218.
And
Forging a majority – not just a majority but a governing majority behind any particular bill is difficult because you've got progressives and moderates in the same party and they're going to have to all get on literally the same page to agree on legislation.
So those procedural constraints are – they're useful for Democrats because there are ways that they can pass things even without any Republican support.
Yeah.
They just have to figure out, OK, within that limited window, that's their limited resources, is those opportunities.
