They had thousands, tens of thousands of people who were out of work and are now coming back to work and digging out from all the paper and phone calls and whatever that they've got.
I think it's going to take a little time for the IRS to sort itself out and figure out exactly how this tax season is going to run.
This tax season was going to be complicated and a bit tricky anyway because of the new law.
And the shutdown certainly just makes that even more complicated.

Yeah, let's break this down for a second.
until now, the IRS has had about one in eight of its employees working.
They're working without pay, but they're working.
And that's mostly been people who investigate crimes in the tax code and people who kind of keep the computers running because they kind of need to do that, otherwise they start breaking.
And the IRS was always planning to bring more people back for the tax filing season.
A plan that they released last year had about 43.5 percent of
IRS workers working during a shutdown during a filing season.
So they were going to come back at some point.
The big unknown was what was going to happen to refunds.
The IRS had had this policy in the past, this view in the past that it couldn't pay refunds during a government shutdown.
And the administration reversed that legal conclusion yesterday, this week.
Yeah, there's a couple of political pieces to this.
One is what you just mentioned, which is that to the extent that refunds under this first time of this new law are delayed, that could affect how people view the law.
That really is the Republicans' most significant legislative achievement while they had control of Congress and the White House.
And then secondly, it affected the shutdown itself.
