This is how it's been working for decades in Latin America.

was supposed to provide these checks and balances on the secret services, including, of course, the CIA.
But as Fletcher Prouty explains, once the law was passed, that it's a criminal to reveal whether somebody works for the CIA or not.
And that was passed.
