As the manager stated, there were some ambiguities in our RFP document, which led to some confusion in how people answered specific questions.
Our technical consultant reviewed each and every one of those and provided a response to indicate that Motorola's proposal was aligned with the RFP.
THEIR INTERPRETATION WAS A LITTLE BIT DIFFERENT AS IT RELATED TO SOME OF THE TECHNICAL SPECIFICATIONS.
AND SO IF YOU WOULD LIKE, I UNDERSTAND THAT THE PROPOSER IS PROVIDING SOME INFORMATION RELATED TO THE NEGOTIATION SESSION, BUT REALLY THIS PROTEST IS ABOUT THE PROPOSAL THAT WAS SUBMITTED AND THE ALIGNMENT WITH THE RFP REQUIREMENTS.
From the interpretation of the evaluation committee as well as our technical consultant who reviewed the proposal response, that was the final conclusion that was made.
And so, yes, that is the conclusion that was drawn in the denial of the protest.

So I think you would have to take that into account and consideration.
