So I think the government doesn't yet know how to make it happen.
There have been proposals by Entropic, for instance, that there could be a single fund to sort of where some compensation could be paid to right holders in exchange of tax and data mining exception funds.
but the government said we won't introduce such exceptions.
So I think they see licensing as a way to go, but we don't know how this exactly licensing will look like.
