And to do it in a traditional way of getting Congress to declare war, of working with allies abroad to get the American public on side, that's a very difficult process. matched

It's meant to be difficult for those reasons. matched

But if you're the president of the United States and you feel that there is an extremist group that is either al-Qaeda or maybe linked to al-Qaeda, you often feel these presidents have all felt the need to act quickly. matched

And they say, ah, I'm going to invoke the AUMF to carry out this force. matched

And a lot of these operations were not full-scale wars. matched
