And it gave the impression, I think quite rightly, given the trials, that people know that that's the most of the volume left in their black bin.

So as soon as you give them a bag to put it separately to their residual waste that's only being collected every second week, every third week, in some places every fourth week...

They're thinking, brilliant, I'm definitely going to engage with this service.

And that's what's made the government think, oh, gosh, this could be just too successful.

We didn't want you to all do it straight away.

We've not got a solution for where to put it all.

And so it's such a funny thing that when we were working through that project to prove that citizens were ready to collect this stuff separately and put it out every week,

Nowhere on the risk analysis did we put, this might be so successful that the government delays when they bring it in.

Yeah, and I think the problem is the context of all of these costs, isn't it?

Brands have already seen huge EPR bills that they've not been used to.

You could argue that they should have been paying it for years to pump out single-use plastics and single-use packaging.

But that being said, it is a brand new cost to them.

Yeah, I think what you've hit upon there is the fact that the money doesn't necessarily need to go to the local authority.

Like the collection costs, they get covered by the EPR system.

And there are some winners and losers across local authorities.

And some will say, I don't get quite paid enough to cover my costs.

But others get paid more than their costs, clearly, because in the mass balance of things,

all of the local authorities are getting paid to pick up and collect all of the packaging that's available.

Yeah, I think the thing that we're hitting upon, though, is that the EPR cost will, if there's additional costs of a bag, etc., will cover what the local authorities need.

What it doesn't do is set the conditions to actually build a place to recycle it all.
