This would be, well, we marched in, let's completely march out.

Or does he just keep the blockade?

Those were the three options on the table.

It's not a strategy.

Those are just military options.

They're not being tied to ends.

That's tactics.

He chose the middle ground to basically keep the blockade going.

That is a set of tactics.

And there's no connecting that to the outcome.

And I'm saying there's a big problem with connecting it to the outcome is, where is the case of maximum economic pressure crushing a state like Iran?

We have plenty of cases where we've done that.

We just had Iraq.
