So why Nesta and why Azreel?

I do think they're both very valid questions.

Nesta to me is much more obvious, like an obvious choice.

very interesting because it's not Cassian, right?

Like it's specifically Azreel.

Which means that Cassian trusted Azriel to go unseen and watch after Nesta, basically.
