There's Somalia.
There is Nigeria.
There is Libya.
time.
And part of this speaks to how the –
international Islamic terrorism changed over the past two decades.
Initially, you had main al-Qaeda, which was based in Afghanistan.
And then you had these franchises emerge in different parts of the world.
You had al-Qaeda in the Arabian Peninsula, which was the franchise in Yemen.
You had al-Shabaab, which is in Somalia.
You have folks in Nigeria, in North Africa.
And
In the Philippines, you have these various groups that emerged that were tied to al-Qaeda, not to mention the Islamic State.
Certainly don't want to forget them.
And so what we saw administration after administration do is stretch this AUMF, this Authorization for the Use of Military Force, passed just days after 9-11 to use military force against these other groups around the world.
And one of the things that made this possible is the massive change in warfare technology that we've seen over the past 25 years.
And that's drones.
The United States first used armed drones after 9-11.
