When it first launched, the breakthrough technology of nasal spray delivery came from one components maker, Aptar.
It made the spray mechanism plastics for Narcan, the best known naloxone nasal spray since 2016.
Since then, other nasal spray devices have come onto the market.
So what does the Finnish thing sell for?
Generic competition and over-the-counter sales have brought that price down, but not as far as campaigners and researchers in this field had hoped.
A study of more than 1,000 US pharmacies this year, published in the Journal of the American Medical Association, found the average price is still around $52.
But Dr Dasgupta says the price on the box was never really the problem.
So getting it made cheaply is only half of it.
Getting it into the right hands is the other half, which brings us onto the next part of the chain.
Who buys it?
Most of it never crosses a shop counter.
It's bought in bulk with public money given away for free.
It's not an insignificant amount.
By 2023, more than half of all naloxone distribution in America was going outside hospitals and clinics into community programmes and outreach groups.
Dr. Jonathan Stoltman is the director of the Opioid Policy Institute in Grand Rapids, Michigan.
He tracks where public money goes and where he thinks it's misspent.
His argument is about a word, saturation.
It's where it ends up.
And the money is finite, says Dr. Stoltman.
