And so I think of both from a choke point standpoint of who controls the layer, and then there's also a regulatory standpoint potentially as well.

And sometimes it's just the same thing.

But

you know, those layers really stack up on each other.

And so you have compute, you have data, you have energy and water, you have talent, and all of those you can regulate in different ways, you can pursue in different ways.

And so there's a political economy of those that are important, both from a domestic policy regulatory perspective, but also for a geopolitical competition.

And so where

If you're a policymaker sitting in Washington, you're having to think about, as you think about AI, are you regulating, you know, are you regulating the

the developer side, the application side?

Are you going down and looking at the compute?

A lot of the fight in the United States in the domestic politics has been around data centers and energy costs.

And I have to say that I'm not sure if two years ago I would have predicted that was where the big regulatory choke point on AI was going to be.

But that has captured the public imagination.

We're in an affordability crisis.

Even if

the data centers aren't actually driving energy costs in specific locations that may be making a marginal difference at best, the politics is really easy.

And you can scapegoat and you can point to this big thing that people don't like for other reasons.

And that becomes a manifestation.

And so right now in the US, it is tending to be attacking the energy layer rather than trying to regulate on other parts.
