Whether it'll work, I think, is undetermined.

The U.S.

is still in the lead, but China is catching up.

And part of why China is catching up is because

they are more competitive on some of these other layers.

So they are willing to put as much energy as they think they need.

And so maybe they don't have the most advanced chips, but they can architect compute in different ways by not caring as much about emissions and energy.

So you have, again, different inputs.

And how you use those different inputs ends up making a big difference in the competitiveness and the outcome.

states or federal?

So I think the state dynamic is really interesting for a number of reasons.

One is that

Congress is not legislating really on AI.

And so what you're having is states at the state level, regulatory level, having to deal with AI live in a way that Washington hasn't yet.

And so they're being forced to move forward on policymaking.

And so the result is you're getting a bit of a patchwork and you're having different states prioritize different things.

And so sometimes that's more defensive.

Sometimes that's more trying to get

more business.
