Because you don't absolutely know whether or not you're seeing something that is genuinely supernatural or not, I suppose.

But actually Burns is quite an enlightened person, doesn't really believe in superstitious stuff.
And I suppose one of the things that makes the poem so interesting is you don't quite know how much of the eeriness and the scariness and the weirdness of the diabolic thing that Tam is shortly going to go on
