There's a provision that says if you are withholding evidence, then it could be permitted that there is an inference given to the jury that this evidence is evidence that would show your guilt.
That's what we have here.
So a judge can literally rule that, hey, if this evidence was something that helped and showed Trump didn't do anything, there would be no reason for him to withhold it.
