There's a really good meme that's been going around for a couple of years on the internet.

Maybe your listeners will have seen it.

And it's, you know, there's six or seven Spider-Mans in a circle all pointing at each other with the masks on.

And the idea is kind of that...

No one is responsible.

It's all the same person, but it's nobody.

And if you look into any policy area, any infrastructure area, what you'll find is the same pattern repeated over and over again.

There are many people, many actors, many departments involved.

With road safety, there are five different departments involved.

So it's never the finance department.

It's never the transportation.

It's never the justice department.

It's nobody.

And we see this when it comes to spending.

We see this when it comes to building.

And this gap is just becoming enormous.
