Yes, I think one of the issues that Rachel is referring to is that doctors are starting to charge these things called booking fees or management fees, which are not covered by Medicare and not disclosed to Medicare.
So Medicare can't monitor what is happening in these out-of-pocket environment out of hospital.
And I think again this is an issue that is going to be pretty tricky.
That is, the fee is f only if the doctor bulk bills.
But what happens if the doctor sends a bill the next day, which is a separate fee for parking or something, goodness knows what, which is in reality getting around the bulk billing limitation.
