So when they call Mateen an Islamic State fighter, it is not incongruent.
Because people are like, well, why are they calling him that when they never recruited him?
They did fucking recruit him by just putting out their ideology into the world.
That's all it takes.
That's all that matters.
So in any way that matters, he was an Islamic state fighter in his mind, in his heart, in any other part of his body.
And in their minds, he is an Islamic state fighter.
And so he is an Islamic State fighter and therefore this is Islamist terrorism.
