The headline is slightly misleading, to say the least.
I think that the numbers may well be accurate in as much as 16,000 reported more than a million in the 2009-10 tax year and significantly lower in the following tax year.
There may well have been people who left the United Kingdom indeed, but there are other ways of managing your income so that the million pounds that is declared on your tax return will alter year on year.
