The institution will continue to act.
Its authorship will become difficult to locate.
That is the permission machine.
It does not remove human choice.
It reorganizes choice so that those exercising power appear to be following the system, while those living with the consequences are required to argue with it.
The machine grants permission to proceed.
The organisation grants itself permission not to listen.
The alternative is not to reject artificial intelligence, it is to build institutions in which intelligence, human or artificial, remains answerable to the world it acts upon.
Systems must be contestable before they become indispensable.
Workers must retain the authority to slow, refuse and revise.
People affected by automated decisions must have access to meaningful explanation and appeal.
The cost of uncertainty must remain with the institution creating the decision, not be transferred automatically to the person least equipped to bear it.
Most importantly, organisations must preserve the people and practices through which error becomes visible.
A system capable of producing an answer is not necessarily capable of knowing when the answer has damaged the world.
