You and I both know terrorists are trained to evade law enforcement. So who are these 2.2? Why did 2.2 million people pay more to get away? Because we already talked about it. You pay two amounts of money to the cartel. You pay one amount of money to get to the border. You see a green uniform, turn yourself in, claim asylum. The cartel's job ends at the border.
